Billion-dollar Lithuanian unicorns have gathered there, while farmers’ markets operate on Sundays beside the polished facades of business centers. In a basement, the same shoemaker has worked for three decades. Former factories now house spaces for art and gastronomy.

That mix has made Naujamiestis a promising location for modern housing development in the eyes of real-estate developers. But the district’s transformation did not come from market demand alone.
