West Java’s Fiscal Challenge Requires Pentahelix Collaboration, Says Tina Wiryawati

West Java’s fiscal challenges cannot be handled by the provincial government alone, according to Tina Wiryawati, a Gerindra lawmaker on the West Java Regional Council’s Commission III.

She said maintaining healthy regional finances requires every part of what she called the pentahelix to contribute. Civil servants must provide good public services, while sound and responsible budget management must accompany that work.

Businesses also have a role through tax compliance, and residents contribute by paying vehicle taxes. Tax revenue, Wiryawati said, provides an important source of funding for development programs and public services.

“Everyone has a role. Civil servants work hard to serve the public, businesses comply with their tax obligations, and residents also pay their vehicle taxes properly. If everyone works together, God willing, West Java will become increasingly exceptional,” Wiryawati said on Sept. 2, 2026.

She said the region’s fiscal condition should not be judged only by government revenue and spending. Government, the business world, communities, academics and the media form an interconnected ecosystem, she said, and each must take part in addressing the challenge.
