Austria's prisons at their limit: 'The situation is tense'

Austria's correctional facilities are facing significant challenges, with the recent death of a mentally ill inmate at Hirtenberg prison bringing the systemic pressures to the forefront. The incident, which occurred on December 3, 2025, involved an inmate who allegedly resisted a transfer and was subsequently mistreated by prison guards, sparking investigations into several officers.

Friedrich Koenig, Director General of the Prison Service, acknowledged the gravity of the situation, stating that the General Directorate has fully cooperated with the investigation by the Lower Austria State Criminal Police Office and the Eisenstadt Public Prosecutor's Office. He emphasized the ongoing evaluation of how mentally ill inmates are handled and noted that Justice Minister Anna Sporrer has appointed a commission to scrutinize the prison system for systemic deficiencies.

Koenig defended the service's commitment to its duties but stressed the importance of external perspectives. He highlighted the establishment of a 'Medical Care' competence center on July 1, 2025, and the recent appointment of a chief psychiatrist, a chief physician, and a head nurse. These measures aim to enhance medical monitoring and care within the facilities, although the competence center existed prior to the inmate's death.

Further steps include reinforcing specialized personnel, such as social workers and psychologists, and planning a new psychiatric care unit at Stein Prison by the first quarter of 2027. This unit, separate from the Göllersdorf facility, will offer eight to ten beds. The prison service has also initiated a sensitization campaign for all staff, including correctional officers, administrative, medical, and nursing personnel, to better recognize warning signs. Notably, Koenig confirmed that 'concrete beds,' a feature associated with harsh conditions, have been eliminated from all correctional facilities.
