Fake Agency Probe: State House denies authorising council creation, FRSC admits number plate issuance

A special committee of Nigeria's House of Representatives has uncovered significant discrepancies surrounding the establishment of the Presidential Foreign Investment Promotion Council (PFIPC), which is alleged to have operated without proper legal authorization.

During an investigative hearing, officials from the State House appeared before lawmakers to clarify their role. Abdulkadri Idris, Director of Administration for the State House, stated that the Presidency neither established nor approved the council. He further denied any knowledge of correspondence requesting the Office of the Accountant-General of the Federation to create a budget code for the PFIPC. Idris emphasized that the State House has no constitutional or statutory responsibility for creating government agencies and presented evidence, including authentic letterheads and a list of past Directors of Administration, to refute claims that the Presidency was involved.

I want to state that we did not send any correspondence or any request to the Office of the Accountant-General in respect of this council. We don’t even know anything about this council. We never heard about this council until we started seeing it in the media.

Idris specifically addressed a document purportedly signed by "Akande Adewale" as director of Administration and Support Services, asserting that no such official or department has ever existed within the State House. He provided official records to support this claim, noting that the State House only has a Department of Administration, not a Directorate of Administration and Support Services.

The committee chairman, Yusuf Gagdi, pointed out the glaring inconsistencies between the records obtained from the Office of the Accountant-General and the evidence presented by the State House. The investigation is examining how the PFIPC allegedly gained official recognition and appeared in federal administrative and budget processes, including the 2026 Appropriation Act, despite questions about its legal standing. Officials from the Federal Road Safety Corps (FRSC) also testified before the committee regarding their involvement in the council's operations.
