Fatal bullying case in CDE: Oral trial requested for a teacher

A teacher in Ciudad del Este, Paraguay, is facing charges related to a case of alleged school bullying that resulted in the death of a 12-year-old boy. The prosecution has requested that the case be moved to an oral and public trial.

The prosecutor, Vivian Andrea Coronel, filed the conclusive request in the investigation concerning the minor's death. The alleged bullying occurred in the city of Presidente Franco, Alto Paraná. The prosecution accuses the teacher, who was the student's guide teacher, of failing to fulfill her obligations under Law No. 4633/12 and the Ministry of Education and Science's protocol for addressing peer violence and school bullying.

According to the accusation, despite being aware of repeated bullying incidents targeting the student, the teacher allegedly did not activate the appropriate protocol. She reportedly failed to inform the school administration or relevant Ministry of Education authorities, did not prepare the required technical report, and did not apply the protocol's indicators. Furthermore, she allegedly did not implement urgent protective measures, intervention actions, or formal case follow-up, which prevented the activation of the institutional protection system for peer violence situations.

As part of the investigation, a psychological autopsy was conducted. This scientific tool helped reconstruct the victim's emotional, behavioral, and psychosocial state prior to his death. The findings, which identified indicators of the child's psychological deterioration and highlighted warning signs of bullying, were cross-referenced with institutional reports and other evidence gathered by the Public Ministry. The results were considered crucial in analyzing the link between the alleged omissions and the student's death.
