Indonesian Toll Road Association pushes for private investment

The Indonesian Toll Road Association (ATI) is advocating for greater private sector participation to enhance the quality and services of the nation's toll roads. This push came during a Focus Group Discussion (FGD) held on Wednesday, August 12, 2026, themed 'Alignment of the Toll Road Infrastructure Ecosystem for Sustainable Indonesian Development.'

The discussion aimed to address strategic issues in toll road operations and foster constructive dialogue among stakeholders. A central theme was the need for sustainable financing models, improving the investment climate, and ensuring optimal service quality for the public. The event brought together government officials, toll road business entities, industry players, academics, and other relevant parties.

Minister of Public Works Dody Hanggodo stressed the importance of collaboration, stating, "We cannot walk alone. The government, Toll Road Business Entities, the business world, associations, academics, and all stakeholders must move in the same direction." He emphasized that the FGD was intended to unify efforts, not just align views, as toll roads connect production to markets, investment to jobs, and growth to welfare.

Therefore, we need to build financing models and operational ecosystems that can attract long-term investment, while ensuring the benefits of toll road development can be felt by the public and the economy at large.

Former Minister of Finance Bambang Permadi Soemantri Brodjonegoro highlighted the broader economic benefits of toll road development beyond transportation infrastructure. He noted that with significant development needs and a need for optimal fiscal management, private sector involvement is increasingly vital. "Therefore, we need to build financing models and operational ecosystems that can attract long-term investment, while ensuring the benefits of toll road development can be felt by the public and the economy at large," he said. Former Finance Minister M. Chatib Basri added that with the current tight state budget, private sector participation in infrastructure development and financing is crucial.

Very possible, our state budget does not have room, not only to finance infrastructure, but also to provide fiscal incentives for business actors.
