Minister supports victim fund to strengthen recovery for sexual violence survivors

Indonesia's Minister of Women Empowerment and Child Protection, Arifah Choiri Fauzi, has expressed strong support for the Victim Assistance Fund managed by the Witness and Victim Protection Agency (LPSK). This initiative aims to bolster the fulfillment of rights and recovery for survivors of sexual violence (TPKS).

Minister Arifah highlighted the fund's necessity, particularly in cases where perpetrators are unable to provide restitution due to a lack of financial capacity or assets. She emphasized that survivors require not only psychological support but also material assistance, such as restitution and compensation payments.

"The state must be present when the perpetrator is unable," Minister Arifah stated, explaining that the LPSK-managed fund serves as a mechanism for the state to step in when offenders cannot meet their obligations. This ensures that victims' rights are upheld even when the perpetrator is financially incapable.

And thank God, in 10 minutes, Mr. Dasco already raised Rp201 billion. And according to the chairman of LPSK, if there is Rp1 trillion, perhaps to assist these victims can be maximized.

The minister also lauded the rapid mobilization of funds, noting that a substantial amount was raised quickly. She mentioned that with approximately Rp 1 trillion (around $65 million USD), the support for victims could be maximized. The Ministry of Women Empowerment and Child Protection plans to continue its collaboration with LPSK, focusing on outreach and victim assistance while LPSK manages the fund according to its procedures.

LPSK has reported receiving 1,159 protection applications related to TPKS from January to June 2026, with assessed restitution valued at Rp 14.12 billion ($920,000 USD), though only Rp 87.69 million ($5,700 USD) had been paid by perpetrators during that period.

So this fund is entirely with LPSK, they already have their SOPs, so they are the ones who run it, we just collaborate.
