Neurologist Leonids Viškers Faces Charges for Sexual Misconduct Against Nine Patients

State police in Latvia have recommended that neurologist Leonids Viškers be charged with committing sexual offenses against nine patients. The investigation, initiated in January 2025, consolidated complaints from several women who reported alleged criminal actions by the doctor.

According to the police, the women sought consultations with Viškers, who then allegedly used hypnosis methods within his practice. These actions were reportedly carried out against the patients' will, with the intent of satisfying his sexual urges. The police statement highlighted that these sexual acts involved physical contact, exploiting the patients' trust and vulnerable positions.

The alleged offenses occurred between 2020 and 2024. Following a thorough investigation, which included expert assessments and close collaboration with the prosecutor's office, sufficient evidence was gathered to support the charges. Viškers was declared a suspect in September 2025, facing security measures including restrictions on approaching certain individuals and holding a specific position.

In August 2025, the criminal case was transferred to the Riga Eastern Prosecutor's Office for prosecution. The police thanked the Health Inspectorate and journalists from Re:Baltica and Latvian Television for their assistance. The Criminal Law stipulates a prison sentence of up to ten years for such offenses. Separately, the Certification Council of the Latvian Association of Physicians suspended Viškers' neurology certification in October 2025.
