Poland proposes wind farm owners fund local benefits

A new legislative proposal in Poland aims to ensure that communities hosting wind farms benefit more directly from these investments. Under the current regulations, companies developing wind farms are obligated to offer a portion of their planned capacity to local residents as virtual prosumers. However, this mechanism is considered too complex and requires residents to make a financial contribution of over 7,000 Polish złoty per kilowatt of capacity.

The proposed amendment seeks to introduce a simpler and more accessible system. The new participatory fund mechanism will not require any financial outlay from residents. Instead, investors will be required to establish a fund that provides benefits to owners of properties located within 1,000 meters of a wind turbine. This fund is intended to operate for the entire lifespan of the installation, approximately 25 years.

The goal of the project is to introduce a new, simple, and therefore accessible, remuneration mechanism for residents living in the vicinity of wind power plants. The new mechanism will not involve any financial costs for residents.

Investors will annually contribute 20,000 Polish złoty per megawatt of installed capacity to the fund, with this amount adjusted for inflation. If any funds remain unspent at the end of a year, they will be transferred to the municipality where the wind farm is situated. This ensures that the benefits extend beyond immediate neighbors to the broader local government, making the advantages of wind energy investments more tangible at a community level.
