Poland's mObywatel App to Streamline Driver's Licenses and Vehicle Registration

The Polish government is taking a significant leap towards digitalizing administrative processes with upcoming enhancements to the mObywatel mobile application. This initiative promises to streamline the often cumbersome procedures for vehicle registration and obtaining driver's licenses, making them more accessible and efficient for citizens.

Central to these changes is the modernization of the Central Register of Vehicles and Drivers (CEPiK). The goal is to minimize the need for paper documents and reduce the number of required visits to government offices. By expanding the data collected within CEPiK and ensuring continuous access to structured invoices, the ministry aims for a fully digital experience in vehicle-related transactions.

Starting June 5, 2028, vehicle registration certificates will primarily be issued electronically. A paper version will be available upon request, catering to those who prefer or require a physical document, such as individuals who frequently travel internationally. This flexibility acknowledges the diverse needs of the populace.

Furthermore, a groundbreaking feature will be introduced on November 13, 2028: the ability to finalize the sale of a registered vehicle entirely online via the mObywatel app. This service will be available to individuals with a PESEL number and legal entities based in Poland, ensuring secure and verified transactions through qualified electronic signatures. This move represents a major step in simplifying vehicle ownership transfers, automating the reporting of vehicle sales within the system.

The need to introduce such a solution as an option dependent on the applicant's will is important from the perspective of people who often travel between different countries and want to have a paper document confirming the vehicle's registration with them in case of possible road checks.
