Uruguay: Education authorities and unions agree on actions following school threats

The recent surge of nearly 100 shooting threats targeting educational institutions across Uruguay has prompted a unified response from the National Public Education Administration (ANEP) and educational unions. This alarming trend has understandably generated widespread fear and anxiety, disrupting the sense of security essential for a conducive learning environment.

Pablo Caggiani, head of ANEP, underscored the severity of these incidents, highlighting their profound impact on the daily lives of thousands, particularly those requiring specialized care. The joint declaration emphasizes that neither indifference nor purely punitive measures are adequate pedagogical responses. Instead, it calls for a concerted effort from various institutions and social actors to address the root causes of such disruptions.

This is serious. It is serious because it ends up affecting the lives of thousands of people, it ends up generating fear and anguish, and it is in these scenarios where the arrangement of coexistence suffers the most, especially those that require more care.

Central to the agreed-upon actions is the commitment to rebuilding an inter-institutional network at local, municipal, departmental, and national levels. The goal is to collaboratively tackle everyday problems and develop joint work proposals, recognizing that education is a matter of state. This collaborative approach aims to reinforce the role of educational centers as safe havens for learning, accompaniment, and care.

Furthermore, the establishment of occupational health committees, as mandated by Decree 291/007, is seen as a crucial mechanism for enhancing worker well-being and, consequently, maintaining the safety of educational centers. This comprehensive strategy reflects Uruguay's dedication to safeguarding its educational system against threats and ensuring that schools remain pillars of security and learning for its youth.
