Vietnam Prime Minister Orders Finalization of National Digital Architecture Framework

Prime Minister Le Minh Hung has directed the finalization of Vietnam's national digital architecture framework, a comprehensive blueprint for a digital national governance system. The framework is designed to create a unified, interoperable, and secure platform for the entire political system, from central to local levels, and to connect seamlessly with citizens and businesses.

The national digital architecture framework is a comprehensive national blueprint, a national digital master plan; it must ensure unity, common use, and interoperability for the entire political system from the central to the grassroots level and connect to citizens and businesses; ensure openness for timely supplementation and adjustment; ensure security and safety.

Hung stressed that this digital architecture is crucial for data-driven leadership and management, including the application of artificial intelligence. He urged the Ministry of Science and Technology, in coordination with the Ministry of Public Security and other relevant agencies, to meticulously review the framework. The ministry is to gather feedback from businesses, experts, and international consultants, reporting back by July 10 for prompt approval.

This is also the core foundation for leadership, management, direction, and operation based on data and the application of artificial intelligence (AI).

Alongside the system's design, the Prime Minister highlighted the need to revise existing legal documents to provide a solid legal foundation for digital governance. Cybersecurity and data protection were identified as top priorities, given the potentially severe consequences of data breaches or manipulation. The government also reviewed progress on other digital initiatives, noting that 8 out of 12 key databases have initial platforms for real-time data connection and sharing, supporting the streamlining of 1,277 administrative procedures.

Especially, cybersecurity and information safety assurance and data protection must be prioritized for implementation, as the consequences will be extremely serious if data is distorted or interfered with.
