Romania is taking a significant step forward in modernizing its justice system by establishing the first national framework for cooperation on artificial intelligence (AI). This pioneering initiative, formalized through the 'Just.AI' forum hosted by the Presidential Administration, brings together all key institutions within the Romanian judiciary, alongside European representatives, researchers, and private sector partners. Representatives from courts, prosecutor's offices, criminal investigation bodies, academia, the tech sector, legal professions, and international experts convened to deliberate on the conditions, rules, and guarantees necessary for AI implementation. President Nicușor Dan emphasized that the critical question is no longer *if* AI will be integrated, but *how* – under what terms and with what safeguards.

A pivotal outcome of the forum was the signing of the 'Just.AI - Artificial Intelligence in the Service of the Judicial System' Memorandum. This document signifies a national commitment to a broad institutional cooperation and strategic reflection mechanism. It lays the groundwork for the first permanent national body dedicated to inter-institutional dialogue and multidisciplinary expertise. By October 2026, these groups are expected to deliver reports outlining institutional diagnostics, operational priorities, potential risks associated with AI use, and key directions for the digital modernization of the justice system.
